Russia’s war against Ukraine shows no signs of abating as Moscow ramps up strikes on civilian energy infrastructure and attempts slow, costly advances at the front. A major corruption scandal has undermined the government’s credibility and highlighted the need for deep structural reform. Meanwhile, negotiations continue to establish Trump’s goal of a durable peace, but with proposals in play that would, in fact, facilitate Kremlin aggression in the future. Also important is the debate among Ukraine’s European partners regarding the sending of a €165 billion loan to Kyiv secured by frozen Russian sovereign assets at an essential moment for the continent’s security. Unlocking new resources would shore up Ukraine’s resistance.
