Commander of US Southern Command General Laura J. Richardson spoke to the Atlantic Council about the US response to strategic threats in Latin America and the Caribbean.
"We are very much in strategic competition in the Western Hemisphere, and with the People's Republic of China, Russia—a third would be transnational criminal organizations," said Gen. Richardson.
