HOW RUSSIA’S WINTER WARFARE STRATEGY TARGETS UKRAINIAN CIVILIANS - Join the Atlantic Council’s Eurasia Center will host a discussion examining Ukraine’s deepening energy emergency and the impacts of sustained Russian attacks on Ukraine.
Millions of Ukrainian civilians are enduring freezing temperatures without reliable access to heating, water, and electricity during the harshest winter of the war. These conditions are due to Russia’s deliberate targeting of Ukraine’s critical infrastructure. Moscow is once again weaponizing winter through a campaign of missile and drone strikes that has dramatically degraded Ukraine’s essential services, sparking concerns of a humanitarian crisis across the country. Despite US President Donald Trump’s efforts to strike a peace deal, 2025 was the deadliest year of the full-scale invasion for Ukrainian civilians. Russia continues its assaults on Ukraine’s energy supply and shows no sign of a willingness to end its attacks.
This event will feature a short video documenting the on-the-ground conditions in Ukraine today.
