On May 30, the US announced a reversal to its policy restricting Ukraine from conducting strikes on Russian territory, but the shift comes with some major strings attached.
While the move allows Ukraine to defend against Russian escalation near Kharkiv, former US Ambassador to Ukraine and Senior Director of the Atlantic Council’s Eurasia Center John Herbst writes that, “This half step is certainly better than none,” but with many restrictions still in place, “It does not send a necessary message of American resolve to the Kremlin.”
