Gerald Seib: Arresting journalists is a "terrorist tactic"

Gerald Seib, Former Executive Washington Editor of the The Wall Street Journal, spoke to the Atlantic Council about the risks facing foreign correspondents and global press freedom six months after the arrest of Wall Street Journal correspondent Evan Gershkovich in Russia, on false espionage charges.
"Journalists or others taken prisoner represent chips in a bargaining, in a game. They're valuable. They can be traded," he said. "If you take a journalist, you know you'll get attention...we've seen governments adopt terrorist tactics—in a lot of ways, this is one of them."
