"In retrospect, we probably should not have focused less on the sanctions, it's critical, but a little bit more on the military resilience for Ukraine and supporting Ukraine," says Peter Harrell, nonresident fellow at the Carnegie Endowment for International Peace and the former senior director for international economics at the US National Security Council.

"The message I'd want China to hear as it looks at Taiwan is, in the first instance, you're not actually going to be able to take Taiwan. And, also, you're going to pay really crippling costs if you try it," said Harrell.
