RUSSIA’S WAR IN UKRAINE: WHERE ARE NEGOTIATIONS TODAY? - Russia’s full-scale war in Ukraine has now surpassed the three-year mark and has upended millions of lives and wrought serious destruction on much of Ukraine. Since President Trump came into office, his administration has conducted separate talks with Ukraine and Russia with the stated intent to achieve a durable peace that enables Ukraine to survive as a viable, sovereign and secure state. In mid-March, the Trump Administration proposed a general ceasefire accepted without conditions by Ukraine and rejected by Russia, which was followed by a US proposal for a ceasefire on attacking energy installations – accepted by both nations but violated within hours by the Kremlin – and then a Black Sea ceasefire accepted by Kyiv and rejected by Moscow.

Against this background, the Trump Administration has expressed generally greater frustration with Ukraine and offered its own inducements to the Kremlin in the form of discussing the easing of sanctions and perhaps recognizing Russian control and even sovereignty of Crimea. What’s more, the White House has been speaking lately as if an agreement is near, yet is also threatening in ambiguous terms to walk away from the process if a deal is not reached soon.
